A U.S. war with Iran would be a big set back for longterm American interests and values in Africa as well as elsewhere

1. The basic rationale would be a version of the thinking in the run-up to the invasion of Iraq in 2001-03: sanctions do not work forever, we have been in a low grade conflict mode for years against an intransigent regime that is not going to change its mind about willingness to use terror, a desire to threaten regional interests and aspirations for extended regional influence and a refusal to loosen domestic repression to allow any opportunity for “organic normalization”. Ultimately proliferation happens and the regime will get nuclear weapons in addition to the other WMDs it has had/is developing. At the same time, the repression assures a domestic mass constituency for liberalization.

2. In my perch in the defense industry in 2003 (working on Navy shipbuilding on the Gulf Coast) I was unpersuaded personally that the Bush Administration had made its case for the Iraq invasion. It seemed to me that we did not know enough about the situation to know what would happen next after we invaded, especially in the context of the Sunni/Shiite and other divisions within the country. It seemed too risky, too much of a “Hail Mary” so to speak, given what was argued by the Administration’s public diplomacy such as the Colin Powell speech at the UN and domestic speeches in the US, Congressional debates and such about the alleged threat.

3. At that time I was a lifelong Republican, and was by reputation somewhat connected in the Party, although I was not active in partisan politics while I was a lawyer in the shipyard (starting in 2000) because it seemed unrealistic to participate as a citizen “free agent” while being a lawyer with the dominant local industry as opposed to my previous work as a student and lawyer in private practice. I had voted for George W. Bush as the Republican nominee in 2000 although he was not a top choice for the nomination because I thought he was thin on experience and got the top of the field through preemptive fundraising clout rather than comparative merit. Ironically I had been reassured about Bush’s limited experience by Cheney’s performance in the campaign, even though I was unenthused about having essentially an all-Dallas ticket and Cheney’s role in asserting himself as running mate. I did not have an understanding of how contradictory Cheney’s own views were from the messages Bush presented in the campaign. All this is to say that I was not going to automatically support a war because Bush was proposing it–the most salient reason in Washington–but I should have been highly susceptible to being persuaded and they did not succeed in persuading me.

4. I will also note that there were countervailing influences over a period of time. Several years before the start of Fox News I got married and became active again in church having drifted during school years and then we had our first child. Even during the Bill Clinton/Ken Starr years I probably spent more time in church than with cable television, a major fork in the road and ultimately countercultural. The al Qaeda USS Cole bombing hit shortly after I started in shipbuilding and the Cole was brought to our yard for the repair/reconstruction so I was very aware of al Qaeda before being in Washington on business on 9-11. Then I went home and carried on. Yes, things had “changed” but the basic issues, challenges and choices remained.

5. As an orthodox non-fundamentalist Protestant who was not a daily consumer of Fox News, I did not feel a call to cast aside my formative moral orientation of restraint for peace and embrace some new doctrine of “pre-emptive war”.

6. Nonetheless, in the run up to Iraq I continued to read and study and learn but did not actually do anything to act on my lack of persuasion that we should invade.

7. While I was not in a position of influence, ultimately I have concluded that we went to war because hundreds or thousands of people in or around Washington who did know or should have known better went along with it anyway. And in doing so we made collectively as a country a most consequential foreign policy mistake and a moral misjudgment.

8. So now today I want to warn that going to war with Iran as a preemptive policy choice rather than a bona fide necessity would gravely set back our recovery from the 2003 miscalculation in Iraq and jeopardize the hopes of Iraqis for a better future. It would potentially arrogate to ourselves a role and responsibility in Iran that we simply are not prepared for, morally or otherwise. It would potentially kill who knows how many people not given a choice in the matter. And it would sap hope of standing up to outside counter-democratic forces (Saudi Arabia and the UAE, Egypt, Russia and China) in the immediate Sudan crisis which presents an important positive longterm opportunity for us to be who we say we want to be. It would have related impact in Somalia and throughout the Horn of Africa and to an unpredictable extent well beyond on the Continent. We already lack adequate diplomatic bandwidth to do as much as what we could with our “Prosper Africa” policy and are notionally planning military drawdowns even though AFRICOM has seen substantial degradation in overall security versus Islamist terrorist groups during its ten year existence. AFRICOM has yet to become the “different type of combatant command” that it was planned to be in substantial part because of the inevitable institutional inertia associated with a “permanent war” footing in the Middle East and South Asia. Likewise war with Iran could increase Iranian-supported terrorist activity in East and West Africa. And we all know that Donald Trump does not have the experience or moral gravitas to take these decisions.

Update:  Here is the podcast link for a very interesting conversation on Wednesday on CBC’s The Current with Eric Bjornlund, President of Democracy International, along with Professor Susan Hyde of Yale, on “The Ethics of Observing Egypt’s Presidential Election.” I think it ultimately comes down to simply calling it as you see it. The ethics of “observation” are thus very different than the norms of diplomacy; Democracy International seems to have done a fine job– saw and were willing to say that the process was not genuinely democratic.

Democracy International Observers express pessimistic realism ahead of Egyptian vote

I had missed this last week   I thought it was very much worth noting in terms of what election observation missions can do to add clarity before a vote.

United States election observers say they are pessimistic about Egypt’s chances of holding free and democratic elections in two weeks, the first time that an international monitoring group has spoken up to criticize Egypt’s presidential elections.

Democracy International, a U.S.–based NGO has had a team on the ground for weeks, said the widespread arrest of Egyptian activists, a crackdown on protest groups, and mass death sentences were all signs that Egypt’s elections, slated for May 26–27, can hardly be part of the “democratic roadmap” that the White House has required of Egypt in exchange for releasing aid.

“The environment for political participation is not as you would hope would be the case in a democratic transition,” said Dan Murphy, the director of elections and political processes for Democracy International. Last month, U.S. officials announced they would resume some military aid to Egypt, following a previous decision to withhold aid until the country made progress on a “democratic roadmap.” The decision to restore aid was criticized by many diplomats and observers, who said the decision was “baffling” considering Egypt’s current human rights record.

U.S. officials have expressed hope that following this month’s presidential elections, billions of dollars in aid will be once again delivered to Egypt. They have said that following the elections, the White House will determine whether Egypt is pursuing a democratic roadmap that would see a inclusive, pluralistic political environment.

According to the observers who have already been on the ground for weeks, Egypt’s current state of affairs is hardly a transition toward democracy.

There have been no debates, and very few public forums in which Egyptians can educate themselves about the upcoming vote, according to Democracy International, a private U.S.–based NGO funded by the U.S. Agency for International Development (USAID), which operates in more than 60 countries. The group recently took part in monitoring Egypt’s national referendum on a new constitution, of which they expressed “serious concerns” about the political climate, which they said virtually guaranteed a yes vote.

“There was no real opportunity for those opposed to the government’s roadmap or the proposed constitution to dissent,” read a statement released days after the vote, citing “a backdrop of arrests and detention of dissenting voices.”

Murphy said the Democracy International team was currently in Egypt to see if any of the recommendations issued following the referendum vote had been heeded. At the moment, he added, there was a great deal of concern.

“Have some of these problems, which we cited in the referendum gotten better at all? Have any of our recommendations been heeded? Is there space for people with dissenting views to participate in debate more than after referendum process? At the moment we are very concerned that this is not the case,” said Murphy.

Democracy International and a team led by the European Union are the two largest foreign groups set to monitor the presidential vote. Both groups are already on the ground . . . .

Democracy International (DI) organized a comprehensive international observation mission for the constitutional referendum in Egypt on January 14 and 15, 2014. Although the actual administration of the process on the referendum days appeared to allow those citizens who participated to express their will, DI concluded that the restrictive political climate in Egypt impaired the referendum process. The referendum took place against a backdrop of arrests and detention of dissenting voices. There was no real opportunity for those opposed to the government’s “roadmap” or the proposed constitution to dissent. This constrained campaign environment made a robust debate on the substance and merits of the constitution impossible.

EU Foreign Minister Catherine Ashton announced today that the EU would be observing the presidential election scheduled for May 26-27. See the Project on Middle East Democracy Egypt Daily Digest. This may make it more difficult for any decision not to mount a full American observation under USAID, but it strikes me as premature to commit to observing without seeing some progress on the types of concerns that are identified in the Democracy International report on the campaign environment back in January.  The ability to “witness”  on the ground and report accurately on the environment has value but in a presidential election under the circumstances there is risk of being seen as inadvertently giving legitimacy if there is not a bona fide effort by the existing authorities to allow a real competition.

“Egypt’s constitutional referendum has solved nothing” by Sharif Nashashibi, March 31 at Al Arabiya:

Democracy International, which according to the Financial Times “fielded the most robust international monitoring operation,” expressed “serious concerns” about the political environment preceding the latest vote. “There was no real opportunity… to dissent,” said the Washington-based consultancy. “This constrained campaign environment made a robust debate on the substance and merits of the constitution impossible.”

Transparency International, which also sent observers for the referendum, condemned “repression by state authorities” prior to the vote. The government “harassed, arrested, and prosecuted peaceful critics, closing democratic space to promote views and debate before the referendum,” said the Berlin-based anti-corruption organization.

The U.S.-based Carter Center, which observed the previous constitutional vote, said it was “deeply concerned” by the “narrowed political space surrounding the upcoming referendum.” It said it would not field observers this time because “the late release of regulations for accreditation of witnesses” meant that the Center would be unable to do its job properly.

The result was “the least free and fair of the five national referendums and elections held since Egypt’s military-backed dictator Hosni Mubarak was pushed from power by mass protests in February 2011,” wrote Christian Science Monitor correspondent Dan Murphy. For all Mursi’s faults – and he had many – at least there was a vigorous campaign against his constitution, by opposition groups that were not outlawed.

Just as Mursi’s constitution exacerbated national divisions while promising the opposite, the same is true of its replacement. It has simply entrenched the idea of three increasingly irreconcilable Egypts: that which supports Sisi and the military, that which backs Mursi and the Brotherhood, and that which opposes both.

This process will continue with the almost-certain scenario of a military figure (Sisi) as the next president, and an ever-widening clampdown on dissent. Mubarak must be getting a strong and satisfying sense of deja vu.

Crucially, there is no sign that approval of this new constitution has made, or will make, any positive difference to the country’s myriad and chronic problems. If anything, deadly violence is worsening, wholesale disenfranchisement is becoming more entrenched, human rights are being trampled on by a fully resurgent police state, and the economy remains on life support.

In the meantime, Al Jazeera East Africa correspondent Peter Greste and his colleagues continue to languish in jail after another inconsequential appearance in court as reported by the Australian Broadcasting Corporation News:

It was Greste’s fourth appearance in court, after more than 90 days in prison, and in an unusual move he was allowed to directly approach the judge and tell him why he should be freed.

In words translated for the judge, Greste said that he had only been in Egypt for two weeks before his arrest and he had no connection with the Muslim Brotherhood.

He also said that he had committed no crimes of violence, had no criminal record, and that he posed no threat to the people or state of Egypt.

Greste told the court his only desire was to continue the fight to clear his name.

Fellow defendant Mohamed Fahmy pointed out that Greste is a Christian, making any alleged support for the Muslim Brotherhood unusual.

Fahmy also argued that because he himself drinks alcohol, he would not be a member of the Brotherhood.

Three so-called technical experts who presented to the court were supposed to look at Greste’s stories and rule on whether they were biased towards the Muslim Brotherhood and whether they were seeking to tarnish Egypt’s reputation.

However, that did not happen because there were no facilities for it in the court.

In the environment of the repression by the interim government and the military itself, the Egyptian judiciary’s performance in handing down a perfunctory mass death sentence last week and otherwise failing to offer a pretense of due process to other detainees like the Al Jazeera journalists makes it hard to have confidence in their independence in overseeing a May 25-26 presidential election in which Sisi has now announced his candidacy.

Let me recommend a good earlier piece by Tarek Radwan and Lara Talverdian of the Atlantic Council on the council’s Egypt Source blog, “Reflections on a Referendum.” I enjoyed getting acquainted with them in observing the referendum and they did a good job here of capturing the atmosphere at the January vote.

Detours, roadmaps and returning to the blog

Let me apologize for my long absence. Aside from taking another more successful run at a relatively non-digital family Christmas and vacation time, I have made a deliberate choice to maintain an unusual level of non-verbal reflection and discretion in preparing to travel to Egypt and serve as an election observer there with Democracy International for the constitutional referendum this week.

I’m on my way back to the U.S. now, passing through the purgatory of one of those Northern European airports. I am very grateful for the invitation from DI to serve again as an official volunteer observer after my intervening experiences in other roles in relation to observation missions in Kenya. Likewise I am grateful to my fellow taxpayers for funding the effort and the hardworking staff and volunteers who made things work as well as possible in my estimation.

Likewise, I am especially grateful not to have been arrested, given that some of my friends and colleagues doing similar U.S. democracy support work in Egypt in recent years have had their lives interrupted by being prosecuted. I hope this is a good sign for the future, but I wouldn’t want to read too much into my limited experience in this regard yet. The election was what it was, and as described by DI, and I saw a piece of it, and got to meet and interact Egyptians in a variety of contexts, almost all of which were positive. I continued my learning process, mostly from the people I was around, and will endeavor to reflect that here going forward. I hope Egypt will have more and bigger elections and I hope that I will be able at some point to go back and see the process continue to progress.

In the meantime, I promise to get back to punching away on democracy in East Africa promptly.
