World Bank–current circumstance “calls for a new approach–Africa as an investment proposition . . .”

Apparently the World Bank has noticed the same shifting environment that private investors and the rest of us have and has released a draft of a revised Africa stategy this week at least in part to help position itself “in front of the parade”.
