Libya – remember the “known unknowns” from 2011

To me, perhaps the biggest question for American to achieve the positive results that we say we want is whether or not we have a serious capacity for learning.  With news today of fighting by the so-called Libyan National Army of General Haftar, supported by various alleged allies of the United States, in an assault on Tripoli seeking to displace by force the internationally recognized government there, I want to quote from a post from the early stages of U.S. intervention through NATO in the Libyan civil war in 2011:

The Indians are puzzled that some in the West who had embraced Qaddafi less than a hundred days ago are now so shocked by his cruelty. Qaddafi did not change in 2011. Some former Indian diplomats are quick to suggest that the Libyan war shows America’s “unreliability” and a tendency to over react to the last news broadcast. Who are the rebels in Benghazi, they ask, that are now your allies? Why do you rush to help them, and not the shia protesters in Manama?

As one Indian observer put it, “the U.S. is both promiscuous and flighty” with its relationships.

These observations on the Indian view were published almost a month ago.  If the NATO effort in Libya bogs down, we may find ourselves asking more rigorously, “why exactly did we decide to do this?” and “what specifically were we trying to accomplish originally and what specifically are we trying to accomplish now?”.  Those same questions that eventually became “known unknowns” in Iraq.

In the meantime, The Hill caries a piece by Paul O’Brian of OxFam America on potentially critical budget cuts for the Millennium Challenge Corporation.  No one at the MCC could afford to make the comparison politically I am sure, but let me make it for them:  look at the cost of the Libya action versus the cost of the MCC.  The MCC would seem to have bipartisan support if any area of development can.  A George W. Bush initiative originally, but very compatible with Democratic “soft power” thinking and led by Obama appointees now.   A relatively small staff and bureaucratic footprint.

In geopolitics, and in longer term development, we need to pay some real attention to states, but if this is a humanitarian effort don’t we need to look also at the numbers of people involved: is this worth the cost relative to the cost of other “kinetic” or “non-kinetic” endeavors?  Ivory Coast, for instance, is a much more populous country.

Mpeketoni: Terrorism and Politics as Ususal

Muthoni Wanyeki’s column this week in the East African strikes me as hitting exactly the right point:  “Mpeketoni: Get on with finding out who and why”.  Take time to read it.

The Jubilee Government was in a tizzy about stopping Raila Odinga from leading opposition CORD rallies around the country before the Mpeketoni attacks just over a week ago.  The attacks then became the focus of attention for Kenyans and the Kenyan media, with Uhuru Kenyatta deflecting things back to Raila and CORD by as much as accusing them of undertaking the attacks and explicitly denying a role for Al Shabaab.

Any reasonable observer recognizes that the Mpeketoni attacks in a sensitive area very near the border have less ambiguity about them as an incidence of terrorism than most of the individual bombings routinely attributed to Al Shabaab in Nairobi or even the Westgate attack last year. Yes, the methodological details vary–as they did in each of these from the previous Al Shabaab World Cup attack in Kampala.  Here is former Marine and security expert Andrew Franklin, who has written here previously, discussing Al Shabaab and Mpeketoni, along with unfulfilled security reform, on KTN.

With the victims largely now out of sight and out of mind in the hinterlands the media has moved on to the incessant tribal politics that makes for easy punditry in lieu of actual investigation and in-depth reporting.

I have never been a big fan of rallies in Kenyan politics–not in 2007 campaign when I was trying to help support a better process, not in 2011-12 when they were used to try to stop the ICC, and again, not in the 2013 campaign.  Nonetheless, I am pretty well inured to the fact that the usual suspects in Kenyan politics, on whatever side they happen to be at any given time, use these rallies as a primary means to connect directly to their supporters and to get national media for their messages.  I wish Kenya’s politics was a little more creative, but then, the political class as it exits always wins, so I guess they don’t feel a lot of incentive to change.  Regardless, the rallies are not in and of themselves generally dangerous except to the extent the security forces are engaged to make them so.

Tribal animosities were clearly more raw and pervasive in the spring of 2013 when I was in Nairobi for the election than they were when I left in May 2008 during the immediate post-election period.  It appears that the last year has not seen marked improvement.  An obvious reason why all this should be expected is that the parts of the February 28, 2008 election peace deal that were to address the underlying issues have not been implemented and the politics of 2011-2013 were so explicitly tribal.

Why haven’t they been implemented?  One reason is that the February 28, 2008 deal was made by Kibaki and Raila with Kofi Annan after the larger mediation process between PNU and ODM broke down.  PNU was a coalition of parties and not all of them ever supported the deal from the inception.  Uhuru Kenyatta’s KANU being one such at the time.  Raila and Kibaki cooperated to support the passage of the new constitution in 2010, but the Truth, Justice and Reconciliation Commission plodded along on the backburner.  The biggest single thing to galvanize government attention during the remainder of Kibaki’s second term was the fight to block the ICC, and, of course, Raila was running for president again, along with Saitoti and Uhuru and some others.  By the time the TJRC report was finalized, the new State House was not prepared to accept it as written.

Rallies will come, and rallies will go.  The question is whether the long term work of protecting Kenyans from the persistent threat of terrorism and the long term work of “tribal” reconciliation will be taken up or yet again deferred for some future generation.

What to read if you are going to Kenya?

Kenya post-independence history is covered in two key current books for general audiences and I recommend both.

The more comprehensive is Charles Hornsby’s Kenya: A History Since Independence which I read a few months ago.  Charles brings the advantages of both scholarly training and deep personal experience including several years living in Kenya and much prior research and writing and “Kenya watching”, while at same time offers the independence that comes from earning his living separately, presently as a corporate compliance official.  Hornsby’s book is over 900 pages of deep detail including significant attention to economic policy and the business history that is so essentially a part of Kenya’s politics.   Hornsby’s work will give the basic background on the past interactions and alignments of most of Kenya’s current political figures during the Jomo Kenyatta, Moi and Kibaki years.

Historian Daniel Branch’s Kenya: Between Hope and Despair is also excellent and it is the book I recommended for a quick primer for a friend who was considering a short term election-related assignment in the country in late 2012.  At just under 400 pages it is a much quicker read and will well serve the needs of the shorter term generalist for a tighter summary of the key events; along with the crucial Chapter 12 (titled “Back to the Future”) of Hornsby’s history–with the best detailed summary I’ve read of the vital 2007 campaign and election–Branch’s book will give general readers some understanding of the lay of the land in public affairs in Kenya in a few short hours.

Somaliland and Puntland are continuing to deploy more troops in the disputed border regions of Sool and Sanaag.  A peaceful, mutually accepted resolution of these disputes with the support of the local population would be a gamechange for the region which has seen these conflicts and tensions periodically escalate for years.

The United States sure could use multiparty democracy, too

Big political news in the U.S. is the election loss of the Majority Leader in the House of Representatives, Eric Cantor, in the Republican primary. Losing a primary is something that “just doesn’t happen” to Majority Leaders (never in the 20th century or the first five elections of the 21st).
While Cantor was substantively to the right of Ronald Reagan and any of the other broadly popular conservative figures of the modern Republican Party, and was known as a key figure in blocking compromise by House Republicans with House Democrats in recent years, there is a perception that his loss will make future legislative compromises even less likely.

John McCain, the International Republican Institute chairman, has previously noted publicly the potential demand for a “third” party that would compete for the plurality of American voters that the Republican and Democratic Parties in present form merely tolerate (naturally he didn’t put it quite that way–he had a Republican primary coming up).

We have a political system that seems to be pretty well ossified under the control of two parties that have both changed quite dramatically during the period of their mutual hegemony. Each party presently has a majority in one house of our bicameral legislature, yet disapproval of this Congress comes about as close to a consensus as you will find in the United States today. Most voters don’t vote in most elections, especially primaries which functionally decide the outcome of vast numbers of legislative seats in districts that are dominated by a single party, often for demographically derived reasons.

The present reality on the ground has departed rather dramatically from our own traditions in important respects, and is at odds with the conceptual rationale for a “two party system” in which each party competes to build a governing majority.

What should we do? My suggestion: let’s enlist our official nonpartisan democracy and party-building experts at the International Republican Institute and National Democratic Institute. Offer the help to ourselves that we offer others. Heal ourselves first. Certainly in present circumstances it would be unduly controversial to consult any of the foreign democracy groups like the Westminster Foundation or the German party foundations, but IRI and NDI have well established Congressional relations on both sides.

It would be sort of like the instructions we all get when flying. Even if you are accompanying a child or disabled person, if there is a problem, put the oxygen mask over your own nose and mouth first, so you can breath freely enough to help.

New Congressional Research Service report on the U.S. response to the Lord’s Resistance Army

The Lord’s Resistance Army: The U.S. Response was submitted by CRS on May 15 and has been published by the Federation of American Scientists.

The LRA is assessed to remain in much diminished capacity in a territory covering parts of Northern Democratic Republic of Congo, South Sudan, Sudan and the Central African Republic, but still resilient in these remote areas.

The most recent concerns are the deterioration of the overall stability and governance of the Central African Republic and South Sudan–with related questions of U.S. and regional priorities.  Likewise there are questions regarding the relationship of continued U.S. support for the Ugandan military to the intention to “review” overall U.S. relations in the wake of Uganda’s new laws targeting homosexuals and more broadly to U.S. support for democracy and human rights within Uganda. In early 2013 AFRICOM’s commander identified the anti-LRA operations, known as “Observant Compass”, as the command’s third highest operational priority after the anti-terrorism efforts in Somalia and Northwest Africa, but obviously a lot of things have been happening since then.
